Christiansburg established a Virginia stormwater management program effective July 1, 2014. The Town Ordinance adopts the Virginia Stormwater Management Regulations that specify standards and specifications for VSMPs, and establishes additional regulations and procedures in Chapter 16 of the Town Ordinance and in the Town Design and Development Manual VSMP section.

The Town has permit requirements for land development, redevelopment or land use conversion activity disturbing 10,000 square feet or more of land. The state continues a 1 acre threshold with special conditions applicable to common plan of development activities.

The Town will process State General Permit applications and collect State fees when state general permit coverage is also required for a regulated activity. For more information about fees, please click here

As a Local VSMP Authority, the Town is responsible for the following activities:

- Accept registration statements
- Collect both local and state fees, if applicable 
- Complete plan review & approval, inspection and enforcement 
- Review ESC plans 
- Ensure permit Operator compliance with Stormwater Pollution Prevention, Stormwater Management, and Pollution Prevention Plans 
- Inspect and monitor construction activities by the VSMP Authority Permit Operator 
- Insure long-term inspection and maintenance of SWM facilities by facility owners and provide for Town inspection of facilities 
- Establish enforcement procedures and penalties 
- Establish policies and procedures to obtain and release bonds 
- Provide record keeping and reporting to the Department of Environmental Quality 

When State general permit coverage is required, the Town will process the registration. The Town must receive notice of state coverage before issuing the VSMP Authority Permit.
