F.Y. 2016-17 Budget

On June 21, Town Council approved the annual budget for F.Y. 2016-17.

The annual budget is balanced with respect to revenues and operating expenses, with some use of carryover funds from previously approved loan funds and designated reserves.

Taxes and Fees: 
Tax rates remain unchanged for residential and personal property. Personal property will be prorated for 2016 in conjunction with Montgomery County’s plan to move to proration of personal property taxes this year.   

An increase in water rates was approved by Town Council, as well as the implementation of a stormwater utility fee. 

Water Rates
Effective July 1, customers will see an increase in their base water rates. 

In-Town Rates
In-town customers will now be charged $11/monthly for usage up to 2,000 gallons. 

Rate per 1,000 gallons (2,001-50,000 gallons) will increase to $6.14. 

Rate per 1,000 gallons (50,001 - 3,000,000 gallons) will increase to $4.


Out-of-Town Rates
Out-of-town customers will now pay $16.50/monthly for usage up to 2,000 gallons.

Rate per 1,000 gallons (2,001-50,000 gallons) will increase to $9.21. 

Rate per 1,000 gallons (50,001 - 3,000,000 gallons) will increase to $6.

Stormwater Utility Fee
Beginning July 1, a stormwater utility fee will be assessed for all utility customers. This fee will be reflected on August 1 utility bills. 

Residential properties will pay a $6/monthly stormwater utility fee. Commercial property stormwater utility fees will be billed on a tiered system.

-   Town staff met to discuss upcoming budget cycle.


 




 
-   Budget templates were distributed to departments.

-   The finance department began working on revenue projections. 




-   (2/1) Town Council Finance Committee met to discuss a budget amendment to the F.Y. 2015-16 budget and began to discuss a timeline for the F.Y. 2016-17 budget.

-   (2/1) Requests from outside organizations for funding assistance due.

-   (2/5) Budget worksheets from departments due, including projected capital needs for the upcoming fiscal year. Compilation of budget requests began.


-   (2/29) Town Council Finance Committee held a meeting to continue review of the proposed F.Y. 2016-17 annual budget. 


-   (3/21) Town Council Finance Committee held a meeting to continue review of the proposed F.Y. 2016-17 annual budget

-   (3/22) A preliminary draft of F.Y. 2016-17 Annual Budget will be presented to Town Council.


-  (4/26) Town Council held a work session to review and discuss the proposed budget.



-  (5/24) Town Council held a public hearing on the proposed F.Y. 2016-17 annual budget. 

-  (5/24) Town Council held a work session following their regular Town Council meeting to review citizen comments and make recommendations for the proposed F.Y. 2016-17 annual budget.

-  (6/21) Town Council held a work session to review and discuss the proposed budget. 

-  (6/21) Town Council held a special meeting to vote to adopt the F.Y. 2016-17 Annual Budget.
