Benefits for Full-Time Employees

The Town of Christiansburg is pleased to provide our full-time employees with a comprehensive and competitive benefits package. Current benefits include the following:

Medical Insurance

The Town provides a medical care insurance program for its full-time employees, which includes health and dental coverage. Our current medical insurance is provided through Anthem (view the Anthem Keycare 500 plan and Anthem HSA plan), with dental coverage provided by Delta Dental (view Delta Dental coverage). At this time, the Town pays the majority of premiums for individual coverage. Employee Assistance Program

An Employee Assistance Program is provided for Town employees (full-time, fire/ rescue volunteer) and those family members residing in the same household. This program offers four free professional counseling service visits per year per life occurrence and may be accessed through confidential self-referral.

Employee Leave

Paid Time Off (PTO)

Employees hired on or after January 1, 2014 and covered by the VRS Hybrid Retirement Plan, are enrolled in the Paid Time Off (PTO) Plan.

The PTO plan is a comprehensive program that recognizes the many diverse needs of employees for time off from work, including vacation, personal time, illness or time off to care for dependents.

Questions about PTO earned and used should be referred to your supervisor.

1. Enrollment

Employees hired on and after January 1, 2014 will automatically enroll in the PTO plan at the time of hire if they are covered under the Hybrid Retirement Plan of the Virginia Supplemental Retirement System (VRS). Existing employees who opt-in to the Hybrid Retirement Plan will also enroll in the PTO plan. Currently, only employees covered under the VRS Hybrid Retirement Plan are eligible to participate in PTO.

2. PTO Accruals

Full-time employees receive PTO accruals based on their years of continuous service as an employee with the Town. Leave shall accrue at the following rate over the applicable pay periods in the fiscal year. PTO is accumulated after the anniversary date on the following basis:


New employees shall not be eligible to take scheduled PTO hours until the completion of six months continuous employment, except that unpaid days off may be granted or approved by the department head during the initial introductory period. Accrued PTO hours may be used in cases of emergency or illness within the first six months of employment, though documentation of the need and/or a statement from the employee’s health care provider may be required at the discretion of the department head.

Annual Leave

The Annual Leave Policy is only available to employees covered under VRS Retirement Plan 1 or Plan 2. 

The maximum amount of annual leave that can be carried over annually with each fiscal year shall be 256 hours. Vacation time taken shall be considered time worked only for accruing sick leave and vacation. Annual Leave is accumulated after the full-time anniversary date on the following basis:

  • 8 hours per month for 0 - 4 years of service;
  • 10 hours per month for 5 - 9 years of service;
  • 12 hours per month for 10 or more years of service.

A day is defined as eight hours for employees that work the Town Hall administrative schedule. A day for the departments of police, fire, and EMS is defined as proportional to the number of hours scheduled for the work period or shift taken off and not worked. Annual leave must be requested and approved in advance in accordance with department policy. An employee who fails to receive advance approval of leave taken will be counted as having taken leave without pay for the time absent.

Sick Leave

Sick Leave accrual is only available to employees covered under VRS Retirement Plan 1 or Plan 2. 

Full-time employees shall accrue sick leave at the rate of 10 hours per month with unlimited accrual. 

Paid sick leave may be used in the event of the illness of an immediate family member, but not to exceed five working days per fiscal year unless approved.

The Town of Christiansburg follows the state’s holiday schedule provided by the Virginia Department of Human Resources Management, except for Columbus Day. Columbus Day will be applied as a full day off on the Wednesday preceding Thanksgiving. Payment for any holiday will be forfeited by an employee who has taken an unexcused absence on the last regular workday preceding a holiday or the first working day following a holiday. Life Insurance

The Town of Christiansburg provides group life insurance for all full-time employees at no cost to the employee. The amount of life insurance is equal to one year's salary rounded to the nearest $1,000 with double indemnity for accidental death or dismemberment.

Additional life insurance is available at the employee's expense through payroll deduction. Plan design or carrier may be subject to change and employees may contact Human Resources for current information.
