Town Hall & Other Facility Closures and Operations

In response to COVID-19 (coronavirus), the Town of Christiansburg is closing Town Hall to the public, effective at 5 p.m. on Thursday, March 19. 

The Town will strive to conduct services as normal with the exception of meeting with the public, and we are committed to continuing high-level customer service during this unprecedented and ever-changing time. We encourage residents to conduct business via email, phone, mail or by utilizing the drop box outside of Town Hall. 

Please see below for a list of specific operation adjustments:

Finance and Utility Payments

The Town will not disconnect water service in March, April or May for delinquent payments. We still encourage residents to make payments on time, if possible, to avoid accumulating a larger balance. However, we want to ensure customers have reliable and clean water, and we will continue to revisit this policy in the coming weeks.


  • There will be no penalties applied to March/April water, sewer and stormwater fees, if received within 90 days of due date.
  • There will be 0% interest on payments made for March/April stormwater utility fee for 90 days from the due date.
  • The Town is temporarily waiving the $10 fee for payments taken over the phone. We’d like to encourage residents to make their payments online, via phone or mail or at our drop box outside Town Hall.
  • Business, Professional and Occupational License (BPOL) forms are available online here. We will also have forms available outside of Town Hall, Monday-Friday, 8 a.m. - 5 p.m.
  • If you are a new resident requesting a water connection or if you’re moving out and are requesting a water disconnection, those forms are available online here. We will also have forms available outside of Town Hall, Monday-Friday, 8 a.m. - 5 p.m.

Restaurants and lodging facilities provide an essential service for our residents and our larger region, and we know the COVID-19 pandemic has severely impacted their operations. Christiansburg Town Council enacted the following temporary tax measures for hospitality businesses:

  • An increase to the discount of timely payment (regular due date) from 3% to 10% for March, April and May for meals and lodging taxes.
  • Set all penalties at 0% on payments made for March, April and May meals and lodging taxes if received within 90 days of the due date. (Monthly reporting of taxes owed will still be required even in cases where payment is delayed). 
  • Set all interest at 0% on payments made for March, April and May meals and lodging taxes for 90 days from due date.

Building, Engineering and Planning

  • No in-person services will be available at Town Hall. All questions or meetings shall be handled via phone, email or teleconference.
  • Payment for permits shall be made by check in the drop box outside Town Hall, credit card on file or credit card by phone. The $10 service charge for phone payments by credit card has been temporarily waived.
  • Field inspections will still be conducted daily as per usual.



  • Plan review will continue and in-person meetings will move to conference calls or using teleconference tools.
  • All plans will continue to be digitally submitted to Users may need to provide a download link for large files.
  • Erosion & Sediment Control, Stormwater and other infrastructure inspections will continue as usual.  Inspectors will continue to perform site inspections on the private development projects under construction.

Parks and Recreation and Aquatics

The Christiansburg Recreation Center and Christiansburg Aquatic Center are currently closed to the public.

  • All Montgomery County Parks and Recreation, Blacksburg Parks and Recreation and Christiansburg Parks and Recreation community programs, fitness classes, senior programs and events will be canceled through April 30, 2020.
  • Youth and adult athletics will be delayed. 
  • All swim meets, swim lessons, events and fitness programs at the Blacksburg Aquatic Center and Christiansburg Aquatic Center will be canceled through April 30, 2020.
  • All rentals at Montgomery County, Town of Blacksburg or Town of Christiansburg facilities, athletic fields and shelters are canceled. We will not be accepting rental requests during this time.
  • Parks and trails in all three localities will remain open, including the Huckleberry Trail, but we encourage residents to recreate at their own risk and to practice social distancing and good hygiene.
  • All playgrounds, public restrooms, and basketball courts will be closed effective at 5 p.m. on Thursday, April 2. For the safety of our community, the closures will remain in place until further notice.
  • Citizens who planned on attending events and programs hosted by the three localities that required pre-registration or participation fees will be notified of the cancellation and will receive either a credit to their household account or a refund if the event or program will not be rescheduled.

Public Safety

Public safety functions, including law enforcement, fire and rescue, are still operational. However, citizens will be asked additional health screening questions by 911 operators, law enforcement, and first responders. 

  • The lobby to the Christiansburg Police Department will remain open; however, fingerprinting services will be suspended until further notice.

Montgomery County, Town of Blacksburg and Town of Christiansburg first responders are taking precautionary measures in an effort to prevent the spread of COVID-19 (coronavirus). Police, fire and rescue personnel have been encouraged to wear masks or face coverings when responding to calls and interacting with the public. This change will not affect how public safety personnel operate. All police, fire and rescue agencies in Montgomery County and the two Towns will continue to respond to calls, but this added precaution will help ensure the safety of the first responders and the public.

Public Works

Public Works will operate as normal. Garbage and recycling pickup will not be affected. Spring Cleanup is on-schedule and will run April 11-24. 

Public Meetings

Christiansburg Town Council will hold a special meeting on Tuesday, April 7, at 6 p.m. for a work session to discuss the current budget for FY 2019-20 and the draft budget for FY 2020-21. Declarations of Emergency have been made at all levels of government including the Town of Christiansburg. During a declared disaster, the Code of Virginia requires and allows governing bodies of localities and other public entities to conduct their meetings in manners which are consistent with providing continuity of government and in a safe and healthy manner, and for the public safety, health and welfare for the governing body and all attendees/interested parties consistent with open government. The COVID-19 virus makes it impractical and unsafe for Christiansburg Town Council to physically assemble in one location. The virus also makes it impractical and unsafe, as well as potentially life threatening, for the public, and the Town staff, to gather in the same location. As a result, the meeting will be conducted virtually. The Council members and any necessary staff will join the meeting via electronic communications without a quorum of Town Council physically assembled at one location pursuant to, and authorized by, Code of Virginia § 2.2-3708.2(A)(3) and the Continuity of Government Ordinance passed by Christiansburg Town Council on March 24, 2020. However, this is a work session, and there will be no public comment. Members of the public who join the meeting will be in listen-mode only.
