Meters are available for a 72-hour loan period with a $25 deposit that will be refunded if returned on-time and in working order.

If you are a Town resident, you must provide two proofs of residency. One must be a valid driver's license (or DMV ID card); the second may be a voter registration card, real estate property tax receipt, current lease of property matching the address on DMV ID, or utility bill. We do not accept insurance information, cell phone bills, pay stubs, W-2 or any other information that is not from the DMV or paid on the property.
If you are not a town resident, but own a business in Christiansburg, you must provide a real estate property tax ticket showing that you own the property the business is located at; or provide a valid business license, a lease showing the office space is inside town limits, and a utility bill (the address on all three documents must match).
Persons who do not live, own property, or own a business within Christiansburg town limits, may purchase a membership.

If the decision is made the day before to close Montgomery County Public Schools in person classes the next day due to inclement weather, the Christiansburg Recreation Center will not open until 8 a.m. and all scheduled programs will be canceled for that date.

If Montgomery County Public Schools are released early due to inclement weather, all programs after noon will be canceled for that afternoon/evening.

You must be 17 years or older to enter the fitness rooms unrestricted. Anyone between the ages of 13-16 years old wishing to use the fitness rooms must have a parental permission form on file at the Christiansburg Recreation Center and must participate in a one time basic instruction course with a Christiansburg Recreation Center Supervisor to become familiar with the equipment and its proper use.Parks and Recreation

The Town offers residents a garden meter (irrigation meter) for purchase at a cost of $250. The meter is attached to your exterior faucet that is used for watering. The meter is brought to Town Hall once per year, usually in October and your bill will be credited for sewer charges based on the water consumption shown on the meter. Please contact Shana Reed in the Finance Department at 382-9519 ext. 1149 and schedule to pick up a garden meter.
You may also contact Finance to rent a pool meter for filling your pool. Please note that garden meters are available for purchase, but pool meters are only available for rent.

Supplemental bills as a result of proration are sent out periodically throughout December, January, February, March and April and are due 30 days from the date of the bill.

If you lived in the Town of Christiansburg on January 1 of that tax year, you will be charged taxes for the full year. If you moved before January 1 of that tax year, please call the Montgomery County Commissioner of Revenue's Office at (540) 382-5710. Please note that personal property taxes are prorated based upon vehicle registrations records with the DMV. Yes. A 10% penalty will be charged (based on the tax amount) if not paid by December 5th. Interest will be charged at the rate of 10% per year beginning January 1 of the following year. Once your personal property taxes become 60 days past due they are subject to an additional $35.00 penalty fee and restrictions on your records at the Department of Motor Vehicles.Treasury

The Town of Christiansburg used to have Town decals/stickers that you purchased every year to go on your windshield. We no longer have those decal/stickers but now charge a "Motor Vehicle Licensing Fee" for every vehicle that you own in the town limits. This fee of $32.00 is charged along with your personal property taxes for each of your vehicles. If you traded in one vehicle for another the fee will transfer to the new vehicle. If you purchase an additional vehicle not showing on your tax bill, you will need to bring the registration in and pay that fee to the Town Hall.Treasury

You have thirty days to change your address and information at the Department of Motor Vehicles once you move. It's important to change your address on your driver's license and your vehicle registration to show that you are now in the Town of Christiansburg. Once you have your new registration please bring them to the Treasurer's Office at the Town Hall. There is a Motor Vehicle Licensing Fee of $32.00 for each vehicle you own. Once you have lived in the Town on January 1, you will be taxed for your vehicles. This motor vehicle licensing fee will be charged along with your taxes.Treasury

Effective November 1, 2013, the Town of Christiansburg will send a customer copy of the real estate tax bill to the property owner for their records. A bill will also be sent to the customer's mortgage company, as normal. If you have refinanced or changed mortgage companies within the year, please contact your current mortgage company to verify they have received this bill. Please note that each additional copy of the bill will be clearly marked. New customers will need to come to the Treasury Office at Town Hall located at 100 E. Main St. to fill out an application for service. You will need to bring a valid picture ID or driver's license. Expired forms of identification are not accepted. The Town also requires a deposit of $50.00 or higher, subject to credit. If you are renting, you will be required to present a lease/rental agreement. If you are purchasing a home, you will need to present a buyer's agreement or closing documents. If same day service is needed, please be at Town Hall by 3 p.m.

You can also come to Town Hall (100 East Main Street) and visit Finance to pay in person, at the drop box located to the left of the sliding glass doors at the entrance of Town Hall, or you may mail your payment to 100 E. 1. Have you paid your utility bill? If you did not pay your bill by the due date, you should have received a reminder. If your bill is not paid by the 10th of the following month, a day is scheduled to disconnect current service for non-payment. If this is the case, the unpaid balance (including penalty) plus a restore fee in the amount of $25.00 must be paid to have services reconnected. Please be aware, checks are not accepted as a form of payment for re-connection of service (cash, money order, debit or credit cards are accepted).
2. If the weather is very cold for several days, you could have frozen water lines. Please call the Town Hall and we can check if the water is frozen at the meter.
3. Sometimes the Town has to work on the main water lines and will disconnect water to a section of residences. Please call the Town Hall to see if we are working on or near your street.

If payment is not received or postmarked by the due date, a 10% penalty is added to the bill the next day. Bills are mailed from an outsourced printing company in Lynchburg, VA. If you do not receive your bill within the first week of the billing month, please call the Town Hall for your current balance due. We are not responsible for mail delivery. We understand that there are times when a customer has financial difficulty. We accept pledges from several community agencies and churches. We also offer a "one-time only" hardship payment plan. The account holder will need to apply at the Treasurer's Office for this option.Treasury

Water usage is dependent on several factors. Summer usage is usually higher due to watering lawns and gardens, washing cars, and filling pools. Extra people staying in the residence will also contribute to more water usage (more laundry, toilet/shower usage, etc.). The most common problem is the toilet flush valve. To check for a toilet leak, follow the directions below: 1. Flush the toilet and allow the tank to refill. 2. Once the tank is full, turn off the intake valve under the toilet so no more water comes in. 3. Make a pencil mark at the water level inside the tank (not the bowl). 4. Let the toilet sit all day (if you are gone during the day) or overnight. Make sure the toilet is not used during that time. 5. After that period of time, check the water level in the tank. If the water level has dropped below the pencil mark, there is a leak at the flapper seal at the bottom of the tank and it will need to be replaced. If you have more than one toilet in the residence, you can do the check on all the toilets but one, leaving it free for use, and then check the one after all the others have been checked. Should you find a leak, do make arrangements for repair as soon as possible. Keep your receipts or invoices as we will need a copy for our records. If you notice that a street light is not working properly, please note the address of the light, as well as the pole number, if available. Yes, all structures require a building/zoning permit. A plat of the property and a simple drawing showing the proposed location of the building is required when applying for the permit. The plat and drawing allows staff to verify easements and setbacks.

The records room is located on the first floor of the Montgomery County Courthouse, 55 East Main Street in Christiansburg. If you have a deed of your property, the deed may include a plat.Planning

No, fence permits are no longer required. Please note there are a number of items to consider when placing a fence on your property: (1) Locate your property corners to ensure the fence is being placed within your property. If you are unsure about the location of property corners, many plats showing the boundaries of property can be located in the Clerk of Circuit Court's office, specifically the Records Room, in the Montgomery County Courthouse at 55 East Main St., Suite 1, Christiansburg, VA - (540) 382-5760. (2) There are no setback requirements for fences but barbed wire and electric fences are not allowed within five feet of and parallel to any street right-of-way. (3) A fence may be placed in a public utility or drainage easement on your property; however, it is your responsibility to move the fence if the easement needs to be accessed or to make sure that drainage is not impeded by the placement of the fence. The plat of your property should show any easements on the property if they exist. (4) If you are placing a fence on a corner lot, a 20-foot site triangle needs to be met to ensure the safety of road users. The site triangle is an area formed by a straight line connecting two points, one in each street, on the adjacent street right-of-way line 20 feet distant from the intersection of the two street right-of-way lines which border the property. No, there is not a surveyor on staff with the Town. To have your property corners marked, please contact a local engineering/surveying firm. You can also try to locate the property corner markers yourself by consulting your plat and using a metal detector.

Yes, in February 2016, Town Council approved a new urban agriculture ordinance, which grants permits for backyard hens under certain conditions. Owners must meet setback and other requirements to qualify and must pay an annual fee. Permit applications are available online and at Town Hall. Chickens are also allowed in the Town’s agricultural zoning district.

If a violation is determined to exist, the following describes the typical enforcement process: - a certified violation letter is mailed to the tenant and/or property owner. - the recipient of the violation letter has ten (10) days to come into compliance. The ten days begin on the day the violation letter is signed for. - A ten day follow-up inspection is conducted by the staff member handling the violation. If the property has reached compliance, the violation case is closed. - if the violation remains, the staff member sends a final violation letter and another ten days is given for compliance. - A final ten day follow-up inspection is performed. Solid waste collection services includes the Town’s curbside garbage collection service as well as its curbside recycling collection service. All solid waste customers will receive both services for a monthly fee of $23.

Residents who have selected to receive curbside solid waste collection services are enrolled in both garbage and recycling collection services. The monthly fee for curbside solid waste collection is $23. Call the Finance Department at 540-382-9519 to sign up for garbage and recycling, or visit Town Hall at 100 E. Main Street.

No. The services come together as a package. If you register for one service, you must pay for the other. The Town found this is the most cost-effective way to provide the service and make it viable. If curbside recycling was an add-on option and not required, the Town would not be able to provide the service at such a low rate.

Cancelling your solid waste service will result in cancelling both garbage collection and recycling services. In order to cancel your solid waste service, you may visit the Finance Department on the first floor of Town Hall at 100 E. Complete cancellation of solid waste collection due to winter storms is a rare occurrence; but is possible. These situations are dictated by the weather event. In the rare case that garbage collection is canceled, this information will be communicated through local media outlets, social media, Citizens Alerts and on the Town’s website in News and Announcements.

You will select the size of the carts you want to receive when you sign up for solid waste collection. You may request either size at the time you sign up for solid waste services and additional carts may be given upon request for an additional monthly fee of $23. Customers are encouraged to choose the 96-gallon cart for their solid waste collection. However, the Town understands that the needs of each household vary.

Your carts must be placed either in the street with the wheels against the curb (preferred), at the end of your driveway or on the curb/yard beside of the street. If the placement of your carts in the street will obstruct traffic, then it should instead be placed at the end of your driveway, on the curb or at the edge of your yard beside the street.
Please make sure that the cart is level, the arrows on your cart’s lid points toward the street and your cart is at least three feet from all fixed objects such as mailboxes, trees, street lights or parked vehicles. Please leave a three foot gap between carts placed next to each other.
Please remember that all garbage and recycling must be placed inside of the provided carts to be collected. Any garbage and recycling outside of the containers cannot be loaded by the automated truck. All smaller items in garbage containers need to be placed into a sealed bag. Please note that if the lid on your cart is not closed, any garbage or recycling that falls outside of the cart will not be collected.

We encourage all organic (e.g., yard trimmings, etc.) and food waste to be composted or disposed of separately from your garbage. This will conserve valuable landfill space, reduce volume in your cart and further reduce odor.
If you are moving and have a significant volume of trash, you can either call a Town representative at 540-382-1151 to setup a special collection (fees apply) or transport it to the MRSWA landfill (located at 555 Authority Dr.).
The Town of Christiansburg also offers complimentary curbside brush collection to all residential properties within town limits. Collection will take place once a month beginning on the first Monday of the month. Residents must have brush piles placed out by 7 a.m. on the Monday of their collection week. In the event of high brush volume, residents can expect brush collection delays, but crews will continue collection until all routes are complete. Unlike Fall and Spring Cleanup, crews will not visit a residence more than once during the two week period. It’s imperative brush piles are placed out by 7 a.m. on the Monday of your collection week. The Town also offers Fall and Spring Clean Up during April and October (approximate). During this time, residents of the Town desiring special trash pick-up must place these materials with their garbage on the regular pick-up day. Special trucks will pick up extra items not appropriate for normal weekly pick-up. While there is no charge for items picked up during spring clean up, there will be a charge assessed for items placed out after this period. Lead in drinking water originates from lead-based plumbing materials. Lead can enter drinking water when plumbing materials containing lead corrode over time. These materials include pipes made of lead, lead-based solder used to join copper pipe, and brass faucets. If present, lead service lines are typically the most significant source of lead in the water. In Virginia, these materials are unlikely to be found in homes built after 1979. Service line inventory records show there are no known lead service lines in the Town’s water system. At this time, the Town has not encountered lead service lines in our system through our Service Line Discovery Program.

Water at the facility operated by the New River Valley Regional Water Authority began experiencing high turbidity numbers the morning of September 28, 2024. It is believed that with the rapid rising of the New River water levels from Hurricane Helene, sediment entered our water treatment facility. The facility was able to treat the water until a combination of high turbidity, low pH and low alkalinity caused the facility to not treat the water properly.
The NRV Regional Water Authority tests its water daily. The facility has online instrumentation that measures water quality parameters continuously. Samples are pulled throughout the treatment process and tested to confirm online instrumentation. Other additional tests are performed on a routine basis (daily, twice a day, and every 2 hours, respectively.) for other water quality parameters. On average, over 60 tests are performed daily on the Authority’s water in addition to the online instrumentation continuously measuring water quality parameters.

Turbidity is a term used in water treatment to best describe water quality and water clarity. Turbidity relates to the cloudiness or haziness of water. According to the VDH New River Health District, turbidity does not mean bacteria are in the water supply. The VDH New River Health District conducts regular surveillance watching for any increase in illness in our community suggesting bacteria in the water supply. At this time, the New River Health District is not seeing illness related to the New River Valley Regional Water Authority’s water supply.
The Virginia Department of Health Office of Drinking Water (VDH-ODW) continues to closely monitor our water supply and the water testing that is being conducted by the New River Valley Regional Water Authority, as well as all the Towns of Blacksburg and Christiansburg, Virginia Tech and the Montgomery County Public Service Authority. While the boil water notice is in effect for cooking and consumption, the water is safe for showering, bathing, cleaning, and washing clothes or washing dishes by hand or with a dishwasher.

In short, the reason we are on a boil water notice and some of our neighboring localities are not is based on two things:
- The impact of the storm and the amount of debris concentrated near the area of the New River where we source our water, and
- The flooding affected the New River Valley Regional Water Authority’s treatment capacity, which had a direct impact on providing adequate supply.

The boil water notice will continue at least through Oct. 12 or 13.
The New River Valley Regional Water Authority has been working diligently around the clock to restore normal operations in the wake of Hurricane Helene. All water samples tested since October 1 at the water treatment facility demonstrate water quality meets or exceeds Virginia Department of Health - Office of Drinking Water (VDH-ODW) requirements. However, water quality tests throughout the entire water distribution and storage systems must pass established VDH-ODW standards before the boil water notice can be lifted.
The next step is to flush all local systems. That process will begin upstream in the Town of Christiansburg, continuing downstream in the Town of Blacksburg, Virginia Tech, and then Montgomery County. We anticipate that sequential process began on October 3.
In addition to flushing each system, per VDH-ODW requirements water storage tanks must be disinfected before final samples can be taken. To ensure continuous water capacity throughout the process, the disinfection of tanks must be staggered. In other words, all the tanks cannot be drained, cleaned and disinfected at the same time. This process takes a minimum of 74 hours per tank, which means the boil water notice will continue at least Oct. 12 or 13.
While flushing takes place, water customers may experience discoloration in their water but they should simply follow the boil water notice for cooking and consumption. Again, the water is safe for showering, bathing, cleaning, and washing clothes or washing dishes by hand or with a dishwasher.

Citizens who have signed up to receive alerts through the Citizens Alert system will be notified per their communication preference (phone, text, email, etc.) In addition, information will be shared with local media outlets, on social media and on the websites of the Towns of Blacksburg and Christiansburg, Virginia Tech and Montgomery County.

As part of ongoing efforts, the Authority performs rigorous testing of water quality on a daily basis to ensure compliance with all Virginia Department of Health – Office of Drinking Water (VDH-ODW) requirements.
The Authority uses online instrumentation to continuously monitor water quality parameters, and additional tests are performed at various points throughout the treatment process to verify the accuracy of these measurements. Various tests are conducted daily, twice per day and some every two hours. On average, more than 60 water quality tests are conducted each day, supplementing the continuous monitoring from online instrumentation.
The Authority has a separate in-house laboratory that is certified by the Commonwealth of Virginia through the Division of Consolidated Laboratory Services (DCLS). In the lab, an average of 135 bacteriological tests are performed each month on the water treated at the facility and at specific site locations throughout Christiansburg, Blacksburg, Montgomery County, and Virginia Tech. These test results are reported to VDH-ODW so they can monitor the performance of the system per treatment requirements established by the United States Environmental Protection Agency (USEPA).

Before the current boil water notice can be lifted, the New River Valley Regional Water Authority will conduct between 150 to 200 dedicated water sample tests across the regional system. These tests will focus on ensuring all water quality parameters meet safety standards and confirm the absence of any harmful contaminants. In the coming days, dozens of tests will be carried out in the water distribution systems and storage facilities across the Authority’s service area. These tests are critical to ensure the safety of the entire water system.

The water is safe for showering, bathing, cleaning, and washing clothes or washing dishes by hand or with a dishwasher.
Bathing/Showering
There is no need to boil water for bathing or showering. Adults, teens, and older children, can shower or bathe, though they should avoid getting water in the mouth or swallowing the water. Infants and toddlers should be sponge bathed. No special soaps are necessary.
Special note: However, care should be taken to prevent water from getting into deep open or post-surgical wounds. Consult your physician or health care provider for wound care instructions.
Washing dishes by hand or with a dishwasher
You do not need to boil your water prior to using it to wash your dishes. You can wash your dishes with hot tap water using anti-bacterial soap. The Virginia Health Department states you can use your tap water to wash and rinse the dishes as you normally would using hot water. Or, you can choose to add a tablespoon of household bleach such as Clorox to a sink full of warm tap water and soak the rinsed dishes in the water for at least one minute. After you wash the dishes, allow dishes and utensils to air dry completely before reuse.
If you use an electric dishwasher, but be sure to use it with its heating elements turned on. If your dishwasher reaches a final rinse temperature of at least 150 degrees Fahrenheit (66 degrees Celsius) or if it has a sanitizing cycle option, it is generally safe to use. If you are unsure if your dishwasher has these features, after a washing cycle, you may rinse your dishes in a sink full of warm tap water with a tablespoon of bleach added and air dry completely for extra precaution.
Coffee and other hot beverages
You will need to heat your water to boiling (212 Degrees Fahrenheit) for at least a minute prior to consuming it.

However, water that was working its way to the system as the boil water notice was issued did not meet the regulations. Per the New River Valley Regional Water Authority, it takes time for the water to make its way out into the system, which is why they issued the boil water notice when they did out of an abundance of caution for our community’s public health and safety.

- Run outside taps for approximately 10 minutes to bring fresh water from the water main to the property.
- If you have any cartridge filtration systems treating the water coming into the house, replace the filter(s) before consuming.
- If you have a water softener treating the water coming into the house, perform a regeneration/backwash cycle to bring fresh water from the property to the treatment system.
- Run all cold-water faucets in your home for one minute to bring fresh water from the property or treatment systems into the cold-water plumbing inside the house.
Start at the faucet closest to the connection of the water line into the house and proceed to faucets on lower levels of the house and then upper levels of the house. - Clean any aerators on faucets.
- Run the hot water in a tub for 10 minutes to replace water in the hot water heater.
