Community Development Block Grant

The Christiansburg Community Development Block Grant (CDBG) program is funded through the U.S. Department of Housing and Urban Development. The CDBG program encompasses the Annual Action Plan, the Consolidated Plan, and a Consolidated Annual Performance and Evaluation Report (CAPER). Citizen input is critical to this process and comment periods are advertised for one month in consideration of any plan or report.

Annual Action Plan

The Annual Action Plan outlines the activities the Town will undertake using federal funds granted by the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG). Programs and activities are intended to primarily benefit low-income and moderate-income (LMI) residents of the Town of Christiansburg, neighborhoods with high concentrations of low-income and moderate-income residents, and the Town as a whole. The estimated amount the Town is scheduled to receive is $155,108.00. Activities proposed include completion of the East Main Street sidewalk project located in one of the Town’s qualifying low to moderate income census tract block groups and a town-wide income-qualified emergency home repair program.  Additional money is allocated toward toward homelessness prevention as part of the continuum of care.

Consolidated Plan/ Annual Action Plan

The Consolidated Plan outlines proposed activities for CDBG funding and specific activities for the program year beginning in 2022.  Activities include additional infrastructure improvements within the Park District neighborhood (A Low to Moderate Income Census Tract Block Group). Other activities include emergency home repair and homelessness prevention services for qualifying low to moderate income residents.

Review and Public Comment Information:

Draft copies of the FY 2025 Annual Action Plan and Admended 2022-2026 Consolidated Plan are available for review.  Copies can be obtained from the Christiansburg Town Manager’s Office, Christiansburg Town Hall, 100 E. Main Street, the Christiansburg branch library at 125 Sheltman Street or on the Town’s website at www.christiansburg.org. The 30-day comment period will run through Thursday, June 5, 2025.

Two Public Meetings will be held with Town staff to answer questions and allow for public comment on the FY 2025 Annual Action Plan and amended 2022-2026 Consolidated Plan:

  • Wednesday, May 21, 2025 at 4:00 PM in the Admin Conference Room, Christiansburg Town Hall, 100 E. Main Street, Christiansburg, Virginia.
  • Friday, May 30, 2025 at 12:00 noon in the Admin Conference Room, Christiansburg Town Hall, 100 E. Main Street, Christiansburg, Virginia.

A Public Hearing for the adoption of the FY2025 Annual Action Plan and Amended 2022-2026 Consolidated Plan at the Town Council meeting on Tuesday, May 27, 2025, at 7:00 PM in the Council Room, Christiansburg Town Hall, 100 E. Main Street, Christiansburg, Virginia. Town Council will take action regarding adoption on Tuesday, June 10, 2025.

Consolidated Annual Performance and Evaluation Report (CAPER)

The Town of Christiansburg, as a recipient of Community Development Block Grant (CDBG) funding, is required by the U.S. Department of Housing and Urban Development (HUD) to prepare the Consolidated Annual Performance and Evaluation Report (CAPER).

The CAPER is an evaluation and performance report detailing accomplishments toward meeting the goals outlined in the Consolidated Plan. The CAPER compares actual performance measures with the performance measures listed in the that year's Annual Action Plan.
